Customer Charge Waiver Program
New energy assistance program will waive customer charges for income-eligible customers in Missouri
Spire’s new Customer Charge Waiver Program will waive the monthly customer charge for qualified customers on limited incomes for a period of 12 months.
This program is limited to Missouri customers.
Spire will use the same eligibility requirements as the Low Income Home Energy Assistance Program (LIHEAP). To qualify, customers must meet income-eligibility requirements of 60% state median income (pre-tax):
- Family of 2 = $3,714 per month
- Family of 4 = $5,461 per month
- Important: Customers do NOT need to be enrolled in LIHEAP.
Customers may submit applications through their local LIHEAP administrator or other local community action agencies. The agencies will then send applications to Spire for processing and enrollment into the program.
Customers who are enrolled in the program will receive an email or letter from Spire informing them of their enrollment.
At the end of the 12-month period, customers may be eligible to re-apply to the program.

Frequently asked questions
- When does the program start? Is it available now? The new Customer Charge Waiver Program will launch in early 2026. Once the program is available, customers can reach out to their local LIHEAP administrator or other local agencies for more information and to apply for the program. You can call one of the agencies above to get started.
- How do I know if I qualify? Customers in Missouri may reach out to their local LIHEAP administrator or other local agencies to get more information and enroll in the program once the program is available in early 2026. Eligibility will be based on criteria established through the Low Income Home Energy Assistance Program (LIHEAP). To qualify, customers must meet income-eligibility requirements of 60% state median income (pre-tax):
- Family of 2 = $3,714 per month
- Family of 4 = $5,461 per month
- Customers don’t need to be enrolled in LIHEAP to participate in the Customer Charge Waiver Program.
- All enrollees will receive a letter or email from Spire confirming their participation in the program.
- How long does this program run? Once you are enrolled, you’ll see a customer charge on your monthly bill statement along with a credit waiving that charge for 12 months. At the end of 12 months, you can re-apply to the program by applying and being qualified through a local community action agency.
If you stop service or are disconnected at any time during the 12-month period and don’t have a customer charge on your bill, you will not receive a customer charge credit. If you reconnect within the 12-month period, you’ll automatically be reenrolled in the program for the remainder of the period. At the end of 12 months, you’ll need to reapply.
The waiver will not create a credit balance on the account; the program only waives the customer charge for qualified, active customers.
